Weird usage issue in CSGO

So, today morning I got the new Windows Update on my crappy 2012 Thinkpad X1 Carbon.  I had task manager open in the background when I played a game of csgo.  fps_max is off and my battery power setting was set as far to best performance as it can possibly be.  But the results show both CPU and GPU usage at about half?  Is this thermal throttling or what is happening, and how can I get my parts performing to their best?

 

Temps:

my temps were around 68C, my temps generally max out at about 75C

 

Specs:

8GB DDR3 1600

i7-4550U

Intel HD 5000

SSD

where you lagging and stuff or what is the issue here? if your pc doenst need to run at 100 to run the game it wont

I'm getting like 20 fps quite often.

CSGO doesn't utilize all cores my dude, more like 2.
