Is my GPU board a reference board?

That is a non-referene card. If it were the reference, it wouldnt have any special model numbers or branding, it would just be an Nvidia GTX 1080.

It's non-reference.

It can still be a reference PCB such as those found on some MSI Armor cards or EVGA Superclocked models.

Ah I didn't realize OP was asking about the PCB, i thought he just meant the card.

 

Regardless, I'm almost positive that is still non-reference.

This is true, some manufacturers just put another cooler on the reference board.

 

I guess compare photos of your board (under the backplate) with the reference board.

 

According to this review, it is  a custom PCB, so NOT reference:
