titan X not boot

I sold my titan X (maxwell) on ebay, and it worked fine when it was sent. I made sure to pack it securely, no kinks in the evga hybrid cooler, and sent it off. Buyer of the graphics card said it did not work, so it was sent back. I tried to power it up (in the same system I used it in before it was sent), and it did the same thing that he said happened to him. The whole system would boot for a half second, then power off and not turn back on. My system works with my 1060 and my mining card (rx 580) but the titan X will not. Did the buyer kill it with ESD? Should I file a claim for him breaking my card? Or does anybody know if there's something I can try to fix it? Thanks.

Hehehe the buyer screwed you over, there's people who buy used hardware on eBay just to kill it and screw the seller since the eBay politics will always give victory to buyer and full refunds, it is free fun.

damn sounds like he screwed you. It's sad but I don't think there is any seller protection in this case. You dun just got scammed.

I don't know mate, I use PayPal very frequently I wouldn't like getting in debt with them

it was tied to an old email of mine, my current balance with that account now is -$700.19 USD

PayPal now at least in Brazil and Germany that I know for sure requires some sort of official government id so you can set an account, it ain't just tied to email, whenever you open a new PayPal account now you might be charged about this 700 dollars.
