New PC Won't Boot From SSD When HDD is Connected

So just yesterday I got my parts in for my new computer and started building. I bought an ssd, but not a hard drive, because I was going to reuse the hard drive from my old computer. I wanted to make the ssd the boot drive for the new computer, so I factory reset the hard drive, and plugged the ssd into my old computer, and cloned windows to the ssd. I then moved the ssd to the new computer, and it booted from the ssd. My plan was to then move the hard drive over to the new computer, and then format it on there (pretty sure that's what I have to do to wipe windows off the drive). However whenever I plug in the hard drive, it will not boot off of the ssd, and it won't even detect the ssd in file explorer. I went into the bios and changed the boot priorities, to have the first boot option be the ssd. And when I go to save and exit, it says that I haven't made any changes to the bios settings. And even when I do a boot override to the ssd, it still boots to the hard drive. Does anyone know what I'm doing/did wrong?

Reformat the drive through the BIOS. There are some guides elsewhere and likely here as well, look for one of those. I'm not sure. I looked around the bios and didn't see anything about UEFI.

If you remove the HDD, does your computer boot to the SSD?

Connect the HDD after your computer has booted into Windows from the SSD, then format as planned.
