Do the 2 sets of cables do the same thing, or is it separated? (like one is input and one is output)

One is for high current carrying capability and directly attached to the battery for providing power. The second is for BMS connections for voltage monitoring of each cell as it's a 2S cell.

The BMS is the battery management system, it ensures all cell don't over discharge and that when charging that everything stays balanced in the cells as theses hobby Li-po batteries don't have built in protection circuits.

What's your design first, you'll require a BMS charge controller to start off before you go any further. I would suggest to get protected 18650 cells instead and look at PTC thermistor as they are a self regulating heating element requiring no control system.

Woah im confused.

I was gonna get some a battery and controller, attach that to motor speed controller, and then to small heating pad

Any suggestions to this?

In all honesty get a basic solution that's premade if your going that route your asking for more trouble than it's worth, there are already lots of options like this already available.

Ok so I do ski racing and a part of that is these things called GS Suits.

And obviously, ski racing generally requires snow on a high hill, which means its cold.

And being in a GS Suit makes it SUPER COLD especially since I live in the north.

So I wanted to make a little system that can be strapped to my right arm that will heat the underside of my wrist ( dunno what its called, i assume doing this may help my hands not die, ideas for other locations are welcome )

I was thinking using about peltier module, pwm controller and battery to heat this area up in a controllable way.

Safety and easily being able to charge the battery is extremely important. Also 20$ budget, but I have all tools needed already. Just need parts.

Go with cheap and simple for that cost you won't be able to make something very effective or safe for that matter. If you just want an element to warm your wrist or part of your arm, a peltier will not suffice and is extremely inefficient your better bet is a heating element. 

 

The simplest would be to get a USB power bank and a PTC thermistor film or pad that plugs into it.

Your asking for a lot more work and cost then, cause you need to build a controller circuit for temps, boost circuit to provide the 5V at 1 amp and much more capable battery as that small unit cannot power the heating element which requires 5V at 1 amp. 

 

TBH I wouldn't try to do something like this on a tight budget.

Ok so could I get a power bank, do usb to some dial that controls amount of power that goes though, and then heating pad?

If so, I know what pad i want, but could you help me with the rest? The sites gotta accept bitcoin.

 A PTC thermistor element self regulates, it defines it's own temperature so there would be no control they make pads in different temp ranges as needed. You can select one that regulates at a range that is to your comfort level, and are readily available online like eBay and such.

Since this is for Skiing, DO NOT use a lipo battery. If you puncture it in a fall (those ski poles and skis can be very sharp) it will catch on fire and/or explode. It's just not a good idea to use something like that for this, especially since they're soft pack batteries (there's basically a plastic bag and some heat shrink protecting the battery.)

 

Really, if you want to do this, you should grab some 18650 batteries from a reputable manufacturer, and a charger. The charger will be cheaper, and they're Li-ion, rather than Lipo, so they're safer. Also, they're packed in a hard case (basically what you find surrounding AA batteries) so they'll be somewhat more durable. Oh, and the 18650 batteries have HUGE capacities for their size, so they're well worth it.

 

Oh, and Lipo chargers are expensive if you want something that will work well/keep your batteries safe.
