How can I use up my keyboard and mouse to play games on my Xbox one

If the game actually has support for it, you plug them into the USB ports like any other peripheral.

Well I want to do cheats on fallout and minecraft commands but it doesn't support it.

AFAIK Minecraft is the only game to have full KB/M support. It's up to individual devs to support it.

 

Minecraft commands should work fine (although I've only tried the Win10 PC version, not Win10 Xbox version), although do remember that it is Bedrock (pocket/console) edition, so any commands from the full game (java edition) will not work without changes.

 

I don't think Fallout on console allows cheats to be used at all.
