Should I cut into my "safe budget zone" and take EVGA's hybrid cooled 1070ti over the triple-fan cards?

Hmm...  Depending on just how how much more the card is, id be leaning towards no.  You're probably starting to enter GTX 1080 territory, which i think you'd see more benefit from.
