Upgrade? my build?

Hey im wondering which component to upgrade i only have the budget to upgrade one 

 

current specs cpu= i3 4150  GPU= gtx 960 4gb vram model 

should i upgrade the cpu to a i5 4460 or the gpu to a gtx 1060 6gb? which is a better decision

i7 4790 used from ebay.

Personally I would upgrade the CPU first, the 4790 or 4690 are good option as you don't have to change platforms for newer architectures.
