Weird Glitching in 4K

Hello. The specs of my PC include a GTX 1050ti, an intel i7 7700, and 16 gb of ram. I have a 4K tv which I use as a monitor. When I try to set games to 4K I get strange glitches. Ik my gpu isn't recommend for 4k gaming, however I'd think I could play less demanding games at 4K. Video shows what's happening.
