Need Some Overclocking Tips on New Tower

I Recently got a new pc and was wondering what kind of limits i should be pushing on my cpu. i currently have it clocked to 3.9 ghz but some site are saying i could go to 4.5.
heres the run of my parts: 
i7- 5960x,
64 gb ddr4 ram,
gtx 1080ti,
1000w psu,
x-99 deluxe,
a corsair liquid cpu cooler (2 fans, longer radiator, not sure which version)
