Which GPU to get?

Their performance is pretty similar overall, and so is the price (at least it is last I checked, beware of inflated prices thanks to miners). Look at it this way, if you get the 580, you have access to freesync, which is really cheap. In the end it is up to you, and if you aren't buying a monitor any time soon or you aren't interested in adaptive sync then it's personal preference.

I would buy a 1060 from a third party seller

Maybe, but still questionable (look at gaming benchmarks not synthetic ones)...but for sure is louder and hotter than 1060.

 

As Jaeger B said, it's better with an RX580 if you already have or plan to buy an Freesync monitor.
