And cheap hdd silencers that will make a 7200 rpm drive inaudible or at least pretty quiet in a p400s?

It's already so quite it doesn't matter. At this point, either buy an SSD, or just deal with the noise.

I already have an ssd. How much quieter is a 5400rpm drive?

To a certain degree but mainly the noise from drives come mostly from vibration transfer. I use a silencer or cover basically for aesthetics but it does cut some noise but very marginally, the big difference is the mounting I've got it on an inch or foam for decoupling. A 5400RPM drive will be a little better if your concerned with noise.

Than what? An SSD is dead silent. An HDD is already barely audible.

For me it's installed in the bottom of my case as I have no HDD mounts anymore due to me cutting out all the spaces for rads, but in general HDD silencers get installed within your 5.25" bay drives, and use rubber decoupling blocks or mounts to prevent some vibration.

If you have a 5.25" bay I actually recommend doing something like this since it completely isolates the drive from the case and prevents any kind of transfer.

I don't but what if I, take out both of my 3.5 inch drive bays and then jerry rig this drive in a simmilar way but vertically for now since i dont have a second drive and dont need the extra room for a second drive. Also would it need to be a special kind of elastic string?

General elastic cord like for backpacks and such works, just make sure the drive is securely mounting I usually recommend strapping it in so it doesn't have any chance of slipping out if the case is being moved around.
