anything that smells like smoke isnt good. I think that your cpu is already overheating so it wont post. Reapply thermal paste and if you want u can upgrade the cooler if none of that works your cpu is dead

Does it at least beep? If not, it is probably the mobo (assuming you actually have a buzzer). Check the capacitors around the CPU, if there are some blown off - it is 99% the mobo.

Which burned off electronics doesn't smell like smoke? Why did you assume CPU?

I was going to say I would be impressed if you actually got an sealed CPU package to smoke off. (and also guys cpus are not that fragile, if that was the case subzero overclocking wouldnt be a thing)

Before assuming it's the CPU, check the motherboard for burned components. While the smell could appear to come from the CPU, it might be something that sits around it. At this point, I would power off the build entirely and inspect the board, and if you do not find anything, remove the CPU, inspect it and the socket(including the backside).

Also, just so we're clear, the CPU has components on the rear that can fail as well, which might lead to the burning smell.

It can also be a dead power supply - actually if it wasn't for you saying that the smell comes around the CPU area - dead power supply would sound pretty likely.

I'm highly doubtful either of those things would lead to the burning smell. If the CPU was overheating, the system would shut off or severely thermal throttle.

I was mocking the person who recommended changing the thermal paste.

And then it will work again, once it cools off a bit.
