Rx 580 4gb FPS

I purchased the power color rx 580 4gb for my new build, but I feel like I'm not getting the frames that others have achieved. in Overwatch i get around 70-80 FPS on low settings and 75% render scaling but I've seen others get up to 130 on the same gpu, ive tried OC'ing on afterburner but i could only get up to 1450hz amd it did almost nothing, is there anything else i can do to increase my fps?  

EDIT: it seems that it is an issue with the amd drivers and overwatch, thank you all for the help:)

Did you update to latest AMD drivers ?

Might have something to do with the fact you're running a budget CPU? R3-1200..

Why high refreshrate monitors look better even without Freesync/G-sync in one image.
Stutters, framedrops, "lag". How to provide detailed information with your "bottleneck" question, as well as a few solutions.

Check CPU and GPU loads nontheless with MSI Afterburner. You can't diagnose a PC based on fps numbers alone. Check if both the CPU and GPU are running at their respective clockspeeds. Hardware unboxed's numbers have been favorable for this CPU so it might just not be running well.

Then again, I have never trusted TechSpot's numbers, and neither have I trusted them very much since Steve started putting them onto his youtube channel. So check for yourself.

Finally an Overwatch player who understands. Is a quentuple kill good for a level 33 genji main? I got it yesterday lol. It was competitive, I think. We were, I think, defending the payload? The entire team was in one place. I forget which map it was. I was up above them and did a perfect Dragonblade. I took the Reinhardt out first and cleaned them up. If a teammate hadn't stole a kill, I would've gotten the entire team. They had no idea what happened ??????
