This mobo of yours, whats the make and model?

Without knowing that. You may be facing an issue with the 20 pin, I have seen that cause issues in the past without being an expert on mobo power delivery / distribution, but your described symptom sounds like a power or mobo issue.

I have had Core 2 Quads refusing to boot a variety of boards but working fine on others so it could be incompatible, but thats uncertain without knowing the board.

Your PSU is a Hipro.

Get a new psu and cpu cooler.

Can it be the 24 pin connector?

Your's is 20 pin. You need 24 pin if you want to be able to power the gpu through the pci-e. Also it looks like your cpu fan header is plugged in upside down.

As far as I can tell on the last picture in your first post, you need to lift the pin and turn it 180 degrees and stick it back on the header.

So upside down might seem like a misnomer instead of wrong way round.

The pin has flaps on one side that fit the protrusion on the header, to ensure correct insertion.
