Installing from USB flash drive without USB drivers

This blog article states that you can install Windows 7 on a sytem missing xHCI USB drivers from a USB flash drive with drivers included. Aren't the missing drivers preventing the USB drive from being recognized entirely -> install over SATA with PS/2 peripherals?

I did that when I built my system... USB 2 though.
