TF2 with friend

I don't think there is a way to add him as a friend. According to steam support:

You could try just adding $5 worth of funds to your account, that way you're not necessarily spending money on games, but at the same time, you can't take funds out of your account into your real bank account, so probably not a viable option.

 

That said, you could still play on the same server with your friend. Just look through the server browser until you see a fairly distinct server that you know is the same. That way, you can play together. But the chances of getting placed in a match together via matchmaking are extremely low.

You could try and get into the same game by clicking play at the same time maybe?

That almost never works. Unless they're playing very near each other (i.e in the same house), that is almost assuredly not going to work for 999 times out of 1000.
