FTP problems

I am trying to connect to FTP and think everything is set up right. I have made a port forward on port 21 to my server.

When using filezilla i get a Connection Timed out and when using FTPTest.net i get the following error.
It seems that it connects, accepts my username and password and then later disconnects because of a time out. 
Can anybody explain to me why that happens?

It looks like the server is not configured properly and the client is trying to use a deprecated(?) command to obtain a directory listing.

I am not sure.
I run a Windows server 2012 R2 and I think I have set it up correctly. 

I have tried to follow this guide: 

I just connect with my static external IP instead of a dns name.

Master Disaster, can you please elaborate on the deprecated command? 
And yes, it is my server. I have it running on a laptop at home.
