So I am able to increase my budget for a PC, as I will be taking a small personal loan out to get the parts. That way instead of slowly buying the parts (like 1 part every 3 months due to the costs of parts being high) and never being able to build a decent machine, I will be able to and just slowly pay it off. It's not that I can't afford to just buy the parts, just that I will be able to have the rig in my hands and us it now, slowly paying it off, instead of spending my money elsewhere on other things every month and having to slowly save for the really expensive parts. Also help build my credit, which I do need to do.

I'm trying to decide a few things however.

1440p @ 60hz or 1080p @ 100hz

Ryzen 1600 or I5-8400

GTX 1060 6gb or GTX 1070

now I really am trying to not to jump the budget up too much, but it seems I'm going to have to. I'm not sure if a 1060 6gb will be able to achieve the 1440p or 1080p 100hz requirements without having to drop setting in games. I think that's my biggest thing right now is figuring that out. If I have to stick to 1080p 60hz but be able to actually play on something that isn't potato mode, I'd be just as happy. If I had to choose between the faster 1080p or 1440p, I'd probably go 1440p. I know faster would be a bit better with the games I play, but I would really like to see the beauty in games compared to what I have been playing.

Here really is what I am looking at getting, or already have, sans monitor, motherboard, CPU or Graphics card

I am trying to upgrade from my $5 keyboard and $10 mouse I have, and as well as my really old monitor, I have to count that stuff into the build, so I need to knock some things down to save a little for them.

I'm trying to aim at $1400 if I can, and the parts I already have are around $700, so another $700 for just the CPU, motherboard, Graphics card and a monitor. Also, I'm not opposed with going with an I5-7600k processor, even though the 8th gen stuff is out and the z270 is "dead".

I would go with Ryzen 1600 and the 1070 out of those choices

I'm leaning towards the 1600, as it's a bit cheaper, but I feel if I am going with a 1070, I might as well go for the 8400 as I'd be over budget anyways.

This is the build I have for 1080p 100hz, it's a 1600 with a gtx1060 6gb. it's just under $100 over budget, but I can make that work.I'm just not sure how the gtx1060 would perform though. I'm also not sure if I should go for the higher refresh rate in the 1080p over 1440p. Either will be an upgrade from the old 1080p 60hz monitor I have.

I think the real problem I'm having is that I've looked up way too mush stuff and have gotten that yes, a 1060 will work for either the 1440p or 1080 100hz+, or that it won't and a 1070 is a must for both, and without any firsthand knowledge or seeing it, I don't know what's right or wrong, as it's all opinion really. I guess I can wait for my buddy to get his new 144hz 1080p monitor in, he has a gtx 1060 and a FX 6300, so if his can pull 100 frames with that, I should be able to with Ryzen.
