Will a i3-8100 bottleneck a GTX 1060? If so what is the lowest CPU which won't, from both Intel and AMD?

The i3-8100 is a 4 core 4 threads CPU, so like old i5 this won't be a bottleneck

 

And i would go for the Ryzen 3 instead since it plays really nicely with GTX 1060

No, It will not, in fact it is overkill.

yes, my locked i7 4770 is not bottlenecking my gtx 1070 at all for example.
