Gtx 1070 maxing out on low settings

I had the game on the highest preset, and then switched to the very low settings just to see if anything changed. I have no idea what is going on and the game stutters every few seconds.sdfdsfsdf.PNG.c05898aba35b1ccf3fcb228a9d949c4a.PNG

Try revert to 388.00 or lower because 388.13 have polling issues that create stutters.
