cpu bottleneck?

not sure if this is a dumb question or not, but I feel like my cpu is bottlenecking my gpu, even though my gpu is still crap, am i right?

 

cpu: xeon e3 1220 v3 @ 3.1Ghz

gpu: evga gtx 960 4gb ssc

install msi afterburner, monitor gpu and cpu usage, if cpu usage is 99-100% and gpu usage is less than 99% then yes, you have a cpu bottleneck

cpu doesnt have to be pinned at 100% to be a bottleneck

Not really. This CPU can be paired with a 1060 without much bottlenecks at all.

Nah, my 4460 (which has 100Mhz higher base clock but 100MHz lower boost clock) pairs with a 1060 6gb I borrowed from my friend quite well in GTA 5 back when I sold my RX 470 in the mining craze and borrowed his before I bought my 1070.

It didn't. I remember both GPU and CPU maxing out in intense fights. Other than that, the GPU is what's limiting.
