RAM isnt something that gets super hot, the VRM on your board can be nice to watercool with a full cover block but its mostly just because full cover blocks look sweet, generally the heatsinks on your motherboard are enough to keep the MOSFETs bellow 125C

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

I forgot to mention I'm planning on running a i9 and pushing to see how high of a overclock I can get with a custom loop. I'm sorry if I don't know much about custom loops its my first time trying it. The rig I'm using now has a AIO Cooler

I hope you're not planning on getting the Intel Core i9 7980XE... That thing runs HOT... pushing ~450 watts at 5GHz
 



Oh, and watch the beginning and the end. Did you catch the Fire Extinguisher at the end sitting beside the rig? Yep.

I'm not I don't need 18 CPU cores Im getting the 7900X

well its going to add more heat into your loop, which can negatively impact thermals of the other components, but not haveing the VRM overheat is nice. depends on the board you go with and if you will have any airflow over the heatsink if you are going to see any benfit of it
