port forwarding.

You need to allow incoming connections on your router so it can be accessed from outside of your network.

Look on Resource Monitor > Network tab, under "listening ports", and ensure that your server process is listening on port 80 and firewall status is listed as "Allowed, Not Restricted".

If you have forwarded your port correctly, and have confirmed that the Windows Firewall is also allowing the connection, make sure you're giving your classmate your public ip address (http://icanhazip.com/) instead of a private one.

From what you've said then, it sounds like an issue with your routers port forwarding, or possibly with your isp rejecting port 80. Double check your router is forwarding to your internal private IP address, you may want to set Windows to use a static IP for this to ensure it never changes.

You can check your internal IP address via Network Status (double click your connection in "Network Connections" in the old control panel).

Use this tool http://canyouseeme.org/  to check if port 80 is even showing as open to the internet. If not, and you're sure port forwarding/firewall is configured properly, try setting the server to listen on port 8080 instead and check again.

Have another look on Resource Monitor, see if there's anything else listening on port 8080 - only one service can bind to a port at once - if there is anything else, see if you can close it and try again.

It is also possible that your connection is behind a NAT. In which case you cannot do what you want to do at all
