Well, for what price can you get a board? The boards for 2011 are usually more expensive than the CPUs (same for 1366, though dual boards are really cheap there). DDR3 ECC is cheap though.

Xeon e5649@4.4 GHz on Asus Rampage II Extreme or Gigabyte x58a-OC (whatever I feel like to set up at a time) , 6x4 GB Kingston HyperX 1600, Gainward GTX 670 Phantom, Samsung 840 Evo 240 GB, BeQuiet L8 530W

$150 for pair of Xeon E5-2650.

If its a pair then f*ck yes its worth it, lil bit of OC on both if possible to get that 3 GHz and youre ballin, dunno about what mobo to reccomend, i'd basicly buy any used one from Asus, yes im bit that brand biased, for cheapest if its in seemingly good condition, also that RAM would work fine for your needs.

DDR3 1866 would work, but why not use the cheap ECC RAM available? 4x4GB kits can be had for 30-40€, with 16 slots you can get 64 GBs of RAM for about 150€. The board looks alright.

I have 40 GB's of DDR3 non-ECC memory and I will later upgrade to 128 GB of ECC memory.

Even without OC it'll be a very capable system and mobo looks fine aswell if the seller isnt ripping you off.

I contacted him to send a footage of benchmarks and footage how he is installing it and booting up for first time and he did. Deal has reviews and I ordered it.
