AMD Wattman

Someone plz tell me theres a way to install amd drivers without wattman. My xfx rx 480 gtr has a few bent fins which I'm going to straiten and make sure no others are however the gpu gets terrible performance with stuttering and fps drops. I figured it was the cpu until I look in wattman and the drivers underclocked my memory by 6000 mhz. This card has memory at 8000 MHz while the drivers treat it like a reference card which has a max of 2000. I tried cranking the memory clocks but wattman only goes to about 2750 mhz. No the Vram clock speeds are downclocked. benchmark software and hardware monitors read it at 2000 as well.

Why would the memory clock be multiplied read the page the link  goes too.

If any one else has any ideas plz feel free to join in. Also I know that these gtr cards are insane overclockers due to vrm and their power delivery should I water cool it and oc the living crap out of the card instead of upgrading down the road since it has 8gb of vram. It has enough ram for future compatibility.
