Windows restricted?

I recently bought a ssd and I fresh installed windows on it and now my windows is pretty much not letting me do anything. I can't download anything, I can't put my pc to sleep, my screen keeps going black for 5 seconds then coming back and everything is refreshed, when I move the windows around it's super laggy like I'm on a 20 hz monitor or something, it's all just really fucked up. When I try to download a program or something it gives me an error saying your organization used windows defender application control to block this app. I really have no clue what to do now. I downloaded windows onto the ssd at first and i saw all these problems i thought my ssd might be faulty. Then i put it back on my hard drive and it was the same thing.
