CPU Bottleneck?

Disable all the power saving features on your cpu in the bios (C1E, C6, cool n quiet, core boost). Also try overclocking more.

So, I have been having fps issus with games that used to run fine before. For example i used to run BF4 on Ultra (no AA) in 50-60 fps with no problems, CPU AND GPU running at 100% but now, when playing BF4 i have been having horrible fps issues like insane drops all the time and the game is just unplayable "running" at 5-30 fps (fluctuates like crazy), the GPU fluctuates very much but the CPU is at 100% like normal. Whats the problem? Is it a CPU bottleneck? Why does it run weird now but ran fine b4? How can i fix this? 
 

My can:

CPU:       AMD FX-4100 Quad-Core @3.6 atm

MOBO:     Asus M5A97

RAM:     RAM: 8GB G.Skill Ripjaws X Performance / DDR3 / 1600 Mhz 2 x 4g

GPU:     XFX Radeon HD 7950 DD @900d

Cooling: Coolermaster Seidon 120m

Yea it works fine again, the thing was that i had OC to 4.0 before but the clock later got unstable and i didnt have the time to start testing again and stuff (im studying and im a gaming addict so i want to spend all my spare time gaming xD) so i decided to set it all to defaults again for the moment and its just now i realize that it didnt quite go to default it went to like 3.9 and had all the powersaving features on so i just reset everything to default AGAIN and this time it actually worked (yay!) However, i will definitely OC it more when i have the time and get an SSD ffs. ;)

Thank you for making me realize i failed :P
