Different timings. The lower version is 16-18-18-38, while the upper is 15-16-16-35. There is also F4-3000C14D-16GTZR (14-14-14-34) which is CL14. Lower CL (the first number) is better. But not so much that it would be worth more than a 5% or so premium.

80+ ratings certify electrical efficiency. Not quality.
