Since it is a Windows ME machine, the first upgrade I would give a shot to would be Vista.  Might have better luck but don't forget, Mickeysoft does not support anything other than Win10 these days.

I would aim for XP instead of Vista. Vista was a massively bloated piece of crap.

Vista isn't going to run that low-end hardware. I had trouble running it on dual core 1.83Ghz back when it launched.

633MHz CPU, 64MB of RAM

 

I've done some crazy stuff with Vista on low-end machines, but that's just not going to work.  Vista scales down pretty nicely depending on the amount of available RAM, but it hits a pretty hard limit at 256MB.
