I'd start with Windows OS corruption. There is a script that will do checks against your system's health.

The version I have that works fine is named: "image-health_17.01.05"

You can google the rest.

Thanks

It's not only that, whenever I hover over it, then it turns black, or if I left click and drag on my desktop

I have that issue as well! It all started happening after I got a dual monitor setup. Sometimes, the wallpaper even disappears but these symptoms are always temporary, it fixes itself after a reboot.

I misread titles/posts way too often--correct me if I don't.

Yea, I actually have a dual monitor setup. So I just need to restart?

It doesn't bother me as much (it happens very often) because I usually don't visit my desktop but it does annoy me. Restarting only fixes it temporarily.

Oh ok. So there's no permanent fix to this?

Don't know--there probably is but I've never delved deep enough to find a solution. If you do find one, I would like to know.
