What happens when I power my computer without cpu and ram? Will my fans spin ?

I donno about your MBs, but neither of mine (X370-Pro and Z170-A) will do anything unless the CPU and RAM is present.

Make sure the motherboard connected to the PSU properly and that the fans are plugged in correctly, if that does not work, I'm not sure whats wrong.
