Go in Safe Mode. Then Uninstall your graphics card drivers. Restart your system. Now you should be good.
If Windows Update doesn't do it already, get the latest version of graphics card drivers and install them.
It is important to update ALL your drivers before upgrading to the latest version of Windows. This includes chipset drivers, audio, SATA Controller (if using the one not integrated by the chipset, like those extra ones that many motherboards adds), and so on.
