It's supposed to. That power cycling is a feature allowing the system to 'learn' or train the new memory sub-timings. If the changes you applied aren't capable of working (because Ryzen sucks with memory compatibility) it'll fail after a certain number of power cycles and return to default bios settings. It may work however, so don't interrupt this process by turning off your PC. It should only happen 3 to 5 times max.

 

If it fails at properly booting your XMP selection, try updating to the most recent version of your bios. They tend to improve system stability and memory compatibility. As I mentioned, Ryzen is horrible with most kits of ram. Ryzen works best with kits of 16GB (2x8GB) of Single Rank Samsung B-Die. While you should have no problems with 2666 rated ram, I'd need to know the exact model number of your ram kit to be of more use.

 

Edit: If you could leave a URL containing a PCPartPicker Parts List, that'd be useful.

Last time i updated to the latest bios on my motherboard which is the f5a bios, It completely kept the motherboard from posting and I had to RMA the board so im sticking with the bios before that lol

It's your choice to stick with whatever bios you decide to go with. Your ram kit, however, does appear to be a Single Rank 2x8GB kit with XMP timings of CL16-18-18 @1.2V. If it fails to boot with that XMP selection, try manually raising the voltage to 1.30v, or 1.35v. Try raising the CL from 16 to 18.

Ok well I tried the XMP profile again and let it reboot itself like 3 times and it just booted up and it failed, Which i'm confused by because I've used this same motherboard on the same 2 sticks of RAM and it has worked before. And now after it failed, it is only using 8GB of the RAM, it sees all 16GB but it says only 7.9 usable, and im confused by that

Just to be sure, do you have the ram in the correct board slots? I believe your board calls them DDR4_1 and DDR4_2. Also, if you select XMP 2666, can you verify those timings as 16-18-18? Maybe use a USB flash drive and take a screenshot of that bios screen showing the timings. And try the ideas in my previous post.
