Static pressure doesn't mean anything on it's own. It's relative to airflow. Not having enough static pressure for a certain scenario will mean reduced airflow. 

How much static pressure and airflow needed will depend on the rad.

If by average fan you mean the ones that come with cases then most of them have very low static pressure, if by average you mean the cheaper the better then not really because you can find some gems like Rosewill Hyperborea which are actually the rebranded Akasa Apache.

 

Generally the more expensive the case the better the fan quality is regarding build, SP, AF and noise levels. A dedicated radiator fan will have way more static pressure than an average fan but the side affect of that is the increase of motor noise and that shit can drive a monk to curse.
