I started my pc today and saw my 1st gpu jumps from 25c to 80c in less than 2 seconds
while gpu2 stays stable and slowly rise from 21c to 56-59c
Have cleaned out the pc, lowered voltage, rearanged the gpus but still nothing.

Are the intakes to GPU2 directly behind GPU1? a 20C delta between the two if they are sucked tight to one another isn't uncommon. It's very hard to get air into a fan that's facing a brick wall.

Are you SURE it's the same GPU, and not just the GPU in line? Have you removed the second GPU and ran it by itself?

It's not really overheating at 80c. i mean it's hot, but not for 120% power. Fan curve profile plays into this as well.

Running different Algo? I've notice about a 50w and 10% power difference between hashing Equihash and say Lyra2Rev

1 by 1 would certainly help to isolate one card over the other and would deff. tell you if it's just cards stacking that's giving you such a difficult time with cooling.

OK, but it does switch automatically based on profitability, unless you are mining straight "whatever". which i don't recommend.

now that i closed my case gpu2 raised 2c and gpu1 9c, so im guessing heatrecyle

ill 1 by 1 run now.

not at 80C. that's something else. But with fans at 100% it should be like, 60C. i'm wondering if the TIM is dry. when's the last time you cracked off the cooler for a TIM swap?

Thermal Interface Material. Basically it's the schmoo between the heat spreader and the heat producing element, in this case the GPU die. Manufacturers are NOTORIOUS for opting for the CHEAPEST schmoo on the planet to save a few bucks. They might as well use peanut butter on it, no one would know the difference!

can't really help you there. I run my system pretty damn hard and don't like to tinker. i Crank it to 11 and just let it eat.
