Stuttering while CPU usage low

So i have 2 monitors i usually watch streams on my main monitor but when i try to watch a youtube vid or open discord on my 2nd monitor, stream on my 1st monitor starts to stutter aka skip video frames but audio isnt skipping, any idea why this is happening gpu usage is like 0%, cpu usage is 50%~ i dont get it

The only thing I can think of is maybe it's an internet bandwidth issue. Although I am not sure that discord uses up all that much bandwidth when opening up. But yeah having limited internet bandwidth can cause skipped frames and stuttering in a stream.

*** actually it could be the issue because when you mentioned that i googled something and my stream like stuttered, but isnt 90down, 20up like .. enough ? like wat

8gb, not it because ive got league, chrome, discord opened and my ram is at 60~
