For the past couple weeks I've noticed many stutters in my games. I look at task manager and I see that I am using most of my RAM. I also see that the highest process that is running isn't using much RAM. I have 16 gigs of RAM. I don't know why its using so much. I have ran an antivirus software and booted into safe mode. When I booted into safe mode the problem wasn't happening but once I restarted it happened again.  Please Help!

Open the resource monitor and look for the memory usage there. This will also show the "hidden stuff".

Opened the resource monitor. It showed that a lot of the memory was being used by chrome. I closed all of the chrome processes and still saw that a lot of memory was still being used. Is this normal?

Well my system is running about 7 gigs of ram with only chrome open at the moment and it's functioning normal.
When you haven't rebooted in a while and the ram is avaible windows will use it to cache stuff etc.
Rebooting your system will probably take it down again. also windows should allocate more ram when it needs it by removing some of these cached things.
