Yes, Ryzen stock coolers are very good (for being stock coolers), even for mild overclocks (~3.8GHz).

AMD unlike Intel indeed made a great stock cooler, you're fine with it, get a b350 Asus or AsRock board and you can OC it to 3.8ghz for sure already rendering the r5 1600x frequency bump pointless.

GTX 1060 6GB or GTX 1070. If you really wanna push settings and have it last then maybe a 1080 but it's overkill right now.
