Build up or scrap?

Never start fresh, some things can always be carried over, like PSU/Fans. If you want to play Skyrim it depends on if you use mods and if you use mods extensively.

 

Skyrim itself is a very weak game. But mods add a lot stuff that require better GPUs.

 

The only things you ever really need to scrap are GPU, CPU, and MB. Everything else can be carried over.

 

Unless you're gonna sell the leftovers, there's no reason to scrap them.
