My motherboard is an asrock ab350m pro4

There's a couple of reasons this could happen, like you have a static IP set on the wrong subnet, but I somehow doubt that since it's a fresh install.

looks like hes just getting a self assigned Ip, because that is not a valid public IP address 

 

you might want to go back  to network and sharing center > Change adapter settings > double click on your adapter you saw > Hit Properties > Double click Internet protocol V4 > and make sure obtain an ip address automatically and obtain DNS server automatically are checked.

 

also are any other devices on your network having trouble connecting.
