Hold down the power button to force the pc to shutdown, then start it up and spam some key (F8 i think) to boot in safe mode. If that doesn't allow you to remove the virus, you may need to just reinstall windows

Lol, that's not a virus, you really need to be an administrator on the account that you are attempting to reset your PC on.

I'm not sure if the OP means reset as in restart in the power options, or as in reinstalling windows/wiping the drives. If its just restart in power options I would assume he would know if he could have done that before any virus was involved

no tha'ts not what i mean its saying, it doesn't say anything when i start to try to reset but it doesn't reset it just restarts, and when i tried to download a bit defender trial it says this published has blocked this from running on your machine

Download Windows media creation tool, create a bootable USB restart your PC and go into the bios select your boot drive as removable media, start it up and wipe the drive, then reinstall windows.

If you have and it doesn't work, do what @<Aleks> said.

What is it that makes you think you have a virus? You have not given any information. Have you tried scanning with windows defender? Also, resetting your computer is no guarantee that you're getting rid of a virus. They can install themselves in your restore files.

        #2(complex) "Obviously there was a flaw in the material, probably due to the inadvertent introduction of contaminants during the manufacturing process."

i have a virus because windows defender has been shut down by my "administer" which i am the admin of this pc, i have all these applications like shutdown time, PC system healer, explorer keeps  opening saying i have a virus which it wants me to to download another thing which i know is just another virus, its been blue screening. Its a ryzen 5 1600x, a 1070 ftw so its not an old computer
