I finished building my pc yesterday and have been wanting to overclock but not sure what to do. I've been able to get a steady 3.8 but after trying to messing with Ryzen Master and BIOS my Ghz is extremely low. On Ryzen Master it shows 1.55Ghz aswell as CPU-Z. Also, my memory is at 1200 when I have 3200Mhz DDR4 Corsair 16GB ram

generally a good idea to run a new system for a week or so so that if there are any hardware issues they'll jump out at you, after that read some ryzen overclocking guides, they do a good job of explaining all the things

go into bios, go to the exit screen and tell it to restore optimized defaults. Change only the settings that are needed to make your system operate properly, leave cpu and ram alone, should get the cpu functioning normally, then google "ryzen overclocking guide" and learn how to not break your new stuff

Watching a vid right now but I have a question... enable or disable SMT?

I've went back and looked at several of your previous threads and much of it worries me. I'm going to be as polite as possible. You need to STOP screwing with your system. STOP trying to overclock before you break something permanently. Your computer is running at 1.55GHz because you screwed something up. I spent over an hour last night trying to help you reset your cmos.. and it appears you've screwed it up again. Take it to a professional and ask them to get it working, then leave it alone. Please.
