Will Intel optane memory increases my PC boot time or Program boot time?

LIke ... If I'm using M.2 SSD and then add Intel optane.

Will my computer / Program boot a bit faster? (even 1-2 seconds?)

Intel Optane doesn't really speed up SSD by any visible margin. It's designed for slower mechanical hard drives. You can check on reviews online about Intel Optane, the graphs barely shows a difference when used with an SSD.
