i though about that but all the cases i have wanted to mod are in the us

Well air is better because it's cheaper and the big coolers usually cool just as well as an AIO.

Also air is usually quieter since you don't have to deal with pump noise and failure.

 

Some people don't like big air coolers but personally i love them.

yeah too be honest all i care about is the tinted window and putting rgb fans on the cooler, how would i go able picking the right air cooler for my build

Well i don't think it's a good idea to replace an air coolers's stock fans with probably worse RGB ones.

The cooler might perform worse honestly.

Well you could ask people here in the Air cooling section for what they recommend.

Noctua and Be Quiet are both great but Be Quiet's coolers look better but they are a pain in the ass to install sometimes.
