Operton cpus for cheap rendering/ gaming system

I think your best setup for now is to get something like a Dell Optiplex and then throw your 980ti or whatever gpu into it. If you have any extra budget you could look into getting more ram or a better cpu.

It depends on the game. I havent been able to test the 1050ti in my friends computer yet but as far as my rig goes which game are you thinking?

It depends on how high you overclock but for normal things air cooling will be fine

i7 Optiplex 790 with a GPU and PSU would probably work well for you. Check out my build here.
