the boot menu is a menu you can call upon to select which device you would like to boot from, for instance a windows install media or bootable usb sticks etc.

 

changing the bios splash screen might be possible, if so there would be instructions or atleast a setting for changing the splashscreen, otherwise you would have to learn how to mod the bios

Have you tried to perform a sudden temporary interrupt of the electricity flow to your computational device followed by a re-initialization procedure of the central processing unit and associated components?

i don't have a HP.. but i know some motherboards have the option to change the splashscreen, this depends on the bios itself
