Thats just a standby LED. See in the manual below:

That just shows that there's electricity in the motherboard.

useful for when you turn off the PC, but there's still some juice left (helps burn out the extra electricity)

and also helps remind you that there's live electricity in there before you do something dumb not realizing that there's power in the board.
