Is to flash from USB the same as to boot up off of a USB?

Just got to the bios after the build. Do those 2 things mean the same? I am trying to install windows 10 of a USB and that is the only option that seems to me the right one?

To flash is to update the bios with an external file (aka a usb) and to boot from a usb is to run the windows installation file from the usb.  Choose the option in the boot menu that says usb or whatever the name of your usb is.

Thanks I figured it out :). Apperently there was a bootorder bar in which you had to drag pictures around, instead of clicking it. Thanks again for your help!
