CPU 100% Usage

It uses more power so it will have a shorter battery life and run a bit hotter but nothing to worry about.

Hi Guys,

I have a problem now for almost a week on my dell n5110 Laptop, My cpu usage is 100% when i try to run "any" program. it doesn't matter if its chrome, Vmware Workstation, vlc or media player or even a video game, it's the same 100% usage although the temperature stays in Mid 60's.

sometimes when i open the task manager or resources manager to monitor it, i see that the consumption of processes' cpu doesnt equal the total total cpu usage (100%) and sometimes it does.

Could it be a hardware failure?

Please advise.

 

P.S. There isn't any single process or program that is responsible for the 100% usage, as an example: if run chrome it appears to consume all the cpu resources itself not some other system process, the same goes for Call of duty or even Windows Media player.

 

What i've done so far:

- I did HDD and Ram check and both are okay.

- opened the laptop and cleaned the CPU fan and applied new thermal paste.

- updated BIOS.

- Installed a new windows images (Windows 7 and windows 10), Tried to run in safe mode, Disable all startup programs and unnecessary services, and still the same issue

The CPU seems to be stuck at a low clockspeed. (0.8Ghz) so that explains why everything causes high cpu utilization, there's barely any cpu available.

 

Get CPU-Z and see what that reports.

What is the power management plan in Windows set to? Perhaps it's set to energy saving. Try changing it to balanced or prefer performance if that's the case.

i disabled intel speedstep on the BIOS settings and enabled it again and enabled BD PROCHOT on Throttlestop, Suddenly my cpu began to work normally again.

my CPU clock is now 798 when idle and increases when i run any program as it used to be before, but there is slight lag and stuttering when i play any game (it used to work smooth) although the cpu load and heat are acceptable .
